Formal Proposal to the North Little Rock Veterans’ Memorial Committee

Proposal By Mike Ross, 17 November 2009

INTRODUCTION:

I am honored to be a part of this North Little Rock Veterans Memorial Committee and it is my full intent to do what I feel is right for our Veterans and their family members. I have no political or hidden agendas. However, I do have personal and emotional experiences that have shaped my thoughts for this proposal.

We have many Veterans living in North Little Rock, and I personally feel that it is important for us to recognize, honor and reflect on everything they have done and do on America’s behalf. I also feel that it is equally important that we honor and remember those fallen service members who came from this area. In addition, we must never forget the Family Members of these Great Americans who have also sacrificed so much.

Those of us serving on this very important committee have many challenges in meeting our responsibilities, however we also have many opportunities to honor our fallen and support our living.

BACKGROUND:

It’s hard to explain the sacrifices that have been and are being made by our service members and their families. The hardships and the pains of war stay with all of us for a lifetime. No one knows and understands that better than the veteran and his loved ones. Yet, no one has stood more strongly for freedom than our veterans and their families. We have a moral obligation to honor these patriotic Americans not only in our thoughts and prayers, but more so in our actions. Today, as well as past wars, our veterans return home where they and their family members face some of their most challenging battles of their life. They need our support 365 days a year.

Understanding our veterans after they have returned from war, as well as their loved ones, can be difficult. The emotions to deal with include relief, hope, and a desire for things to "return to normal". Then, there are the emotions and behaviors of our veterans who have lived in and through extreme conditions that are anything BUT "normal". Here a a few of the issues our Veterans and their family members are dealing with:

· Post-Traumatic Stress and war memories;

· Marriage and Relationship Issues

· Family Issues

· Legal Issues

· Financial Issues

· Stress and Anxiety

· Depression

· Grief and Loss

· Anger management

· Sleep Problems

· Alcohol and Drug Abuse

· Conflicts at work

· Spiritual Issues

· Physical Issues

· Suicide (Suicide is at an all time high in the military)

CONCLUSION:

The biggest Challenge of the North Little Rock Veterans Memorial Committee has been the controversy over the location or our memorial. I applaud the efforts, enthusiasm, and patriotism of all those that have been so active with their proposals. On the other hand, I feel torn that a memorial location has to be so controversial.

I am totally supportive of honoring our Veterans and remembering our fallen service members, however I am not convinced that spending hundred of thousands of dollars placing names on a marble structure is the most effective way to do this. It is great gesture and makes us feel good about what we have done. We build it, have a nice dedication ceremony, a few people visit it each year, and maybe we have an annual memorial service around it. Basically this has become a feel good project for us and we unintentionally overlook the daily needs of our Veterans and their family members. Our Veterans and their family members need us 365 days a year, not just a few days each year.

Again, We have a serious issue not only in North Little Rock but also throughout our Nation. America is at War and we need Grassroots America helping to take care of those who defend our Freedoms. It is my belief that we would be better served by spending our money on a Memorial Building that would provide support for Veterans and their family members. This Memorial Building would honor our fallen, our Veterans and at the same time would help those facing the challenges caused by war.

PROPOSAL:

It is my proposal:

(1) that the North Little Rock Veterans Memorial Committee recommend to the North Little Rock City Council that a Veterans' Memorial Building versus a Memorial Structure be established to provide a center for all North Little Rock Veterans where they and their family members can receive aid, be connected to needed resources, and host memorial, social and patriotic events.

(2) that the North Little Rock Veterans Memorial Committee recommend to the North Little Rock City Council that a Salute to Veterans be authorized, supported and funded at 5501 McArthur Drive, North Little Rock, AR.

Amboy Neighborhood Association Meeting Monday November 16th Agenda

The Amboy Neighborhood Association will hold its November 2009 meeting on Monday, November 16th at the Hospitality House in Burns Park.

We will have a pretty full Agenda, so if you have anything you wish to add to it please contact me at amboypaulmyrick@gmail.com and I'll get it added to the list.

First of,all we have minutes, we have always had minutes, we have always had someone taking minutes. Monday for the first time we will have them available for review, as they will be in every one of our future meetings.

We will open the meeting with the reading of minutes from last months meeting, followed by the financial report.

There are several Street lights out in the neighborhood and we will have a list to present to the Aldermen, or proper representative to request they be fixed.

We will have a report on the Adopt a street program. Last month Tammy McNew suggested we adopt west 58th for clean up. I would like to propose that along with west 58th street we also adopt the street and area around Amboy Elementary School for some projects.

Steve Baxter has suggested that we as a group officially "adopt" the Iran Crisis Monument in Burns Park to keep it clean and brush cut away.

We will discuss the December Christmas Party hosted by Wade and Tammy McNew in their home. Its sounding like a really good time. I hear Santa Clause will take some time away from his busiest time of year to make a showing there.

Last month we discussed some projects and hopefully we will have a report or two from some of the folks who volunteer to check into them. Most were for spring and Summer projects so I dont expect a whole of progress on them just yet, but we have some real go getters in the group and they usually surprise us all.

Im sure there will be plenty of other discussion as there usually is and probably some things added to the agenda before Monday. This is just a rough outline of what you can expect.
And again if you think of anything you wish to bring before the group let me know and we'll get it on the agenda.

SUPERINTENDENT REPORT

October 2009

The month of October has been identified by the National Weather Service as the wettest month in the history of North Little Rock since weather data of that type was first recorded. In addition, the state is in the top five of wettest years on record. The rain throughout the month has had its impact on maintenance completed during the month.

I have been out of the office from October 2 through October 23 due to open heart surgery. There were no complications from the surgery, and I started working half days effective October 26. Mr. Rhoads filled in for me during my absence.

The following are activities the Parks Maintenance Division supported in October:

October 2/4 LRFC 17th Annual Soccer Capital City Cup

October 3 6th Annual Bark in the Park, Burns Park Dog Park

October 9/11 Burns Park Fall NTRP, Tennis Tournament

October 17 Burns Park Jr. Baseball Fall Festival

October 23/25 Infiniti Play to Drive Tennis Championship

October 30 The Combo State Tennis Tournament

All the above activities included maintenance tasks such as mowing, weed eating, pruning, placing out trash containers, assisting with electrical requirements, moving picnic tables, trash removal, moving chairs, and ensuring restroom facilities are cleaned and maintained.

In addition to the October activities, the following maintenance tasks are completed on a reoccurring basis:

Monday and Thursdays Dog Park thorough Cleanup

Tuesdays and Fridays The Old Mill Wheel is Greased

Fridays River Trail and Soccer Trails Cleaned

Mondays Faucette Memorial/Old Mill Fountain Cleaned

Twice a Day Clean Big Dam Bridge/Victory Lake Restrooms

Daily Playground Safety Inspections

Weekly New Baseball ADEQ Inspection/Report

Brian Spears continues to make the playground structures in the parks system safe and pleasing to the eye. All the older playground equipment has been painted and he continually inspects the playgrounds on a daily basis to ensure the safety of the children playing on the equipment.

We have started winterizing some of the park restrooms and removing the RPZs specifically from flower beds. Removal of additional RPZs and restroom winterization will continue as freezing weather is forecasted to move into the area.

Staff has started to put up the Burns Park Christmas light display along Funland Drive. We are making excellent progress in getting the display up and should be operational by mid November.

Preventative maintenance measures initiated this month include changing out air filters from all the air and heating units within the Parks and Recreation system.

Recreation Superintendent Report October 2009

FINANCE

October 2009’s revenue was $13,135.07 which was a $2,182.69 increase from 2008’s $10,952.38. Increases were seen in fitness, memberships, and athletics.
Funland had no revenue this month due to being closed for the season.

GENERAL ACTIVITY

General

After School Program (ASPire) began at Glenview, North Heights, and Sherman Park community centers. Participation at Sherman Park and Glenview averages 60 students each, while about 150 participate at North Heights. Students are able to participate in a variety of activities, including, but not limited to homework assistance, tutoring, nutrition, sports, games, clubs (art/drama, reading, chess, etc.) and more.

Late Night Intervention’s (LNI) Fall session continues

Halloween carnivals were held at SPCC, GVCC, and NHCC on October 30.

Glenview

Open Volleyball at GVCC Open play held on Monday nights.

Adult Physical Fitness Class is being held weekly on Monday, Tuesday, and Thursday evenings.

North Heights

Gymnastics: Classes are in session Monday – Thursday evening. Gymnastics lessons are held for boys and girls ages 3 and up. Tumbling and cheerleading classes are held for Jr. High and High school age.

North Little Rock (Main)

Opened as an Emergency Relief Center Thursday-Saturday, October 29-31 with assistance from the American Red Cross.

The Adult Fitness Center is offering Cardio Strength and Beginning Aerobics, with membership into the Fitness Center. Participants can receive a free personal consultation to determine the best workout plan for their physical goals. Karate is also being offered to adults.

Sherman Park

Lights on Afterschool! and Talent Show was held celebrating afterschool programs and included performers from SPCC, NHCC, and GVCC.

Bring Your ‘A’ Game on Saturday mornings for adult basketball pick-up games.

Funland/Holiday Lights

Funland was to host a Haunted Festival in Burns Park but was cancelled due to weather conditions.

Holiday Lights have been laid out are in the process of being set up.

October 2009 was the wettest October ever, therefore, we had several days that no green fees were sold or carts rented.

The October revenues for Burns Park were $22,678.00 with 1683 paid rounds, $100.00 in annual fees, and $54.00 in miscellaneous fees for a total of $22,832.00.

Revenues last year were $27,994.00 with 2172 paid rounds, $900.00 in annual fees, and $705.00 in miscellaneous fees for a total of $29,159.08.

Revenue for Emerald Park was $3,105.00 with 454 paid rounds for a total of $3,105.00. Revenues last year were $3,433.00 with 517 paid rounds for a total of $3,433.00.

October 2009 Directors Report


The wet weather has wreaked havoc on all outdoor sports this month. We have had record rainfall in October. Just in the last week of the month, we recorded well over 10 inches of rain in the gauge at the soccer complex. There have been more games and events cancelled than I can ever remember. The North Little Rock Softball Association had to cancel the Fall Ball Season for the adult open league. They were so far behind that there was no way to catch up the season. The BMX track has not raced all month. The track was already beat up from the wet spring/summer. They are in desperate need of some dry weather.

The multi-use trails have really been hit hard. Some of the trails are still built on water drainage fall lines so the extreme amounts of rain have visibly taken a toll on the tread. Bert Turner and the Master Naturalists are still working hard on the reroutes. We still have a little more than six miles to go.

It has been tough to get games in at the Soccer Complex. Little Rock Futbol Club hosted their annual Capital City Cup on the 3rd and 4th. The rain hit hard on Saturday night, washing out most of the play on Sunday. We were able to collect a good profit on the gate, but the weather really hurt our concession revenue. The Lakewood Fallfest Tournament scheduled for 10/31 and 11/1 were postponed to 11/7-8. That weekend became available when the Westside YMCA had to cancel their tournament, the Central Arkansas Soccer Classic, because of the lack of teams signed up to play. There were originally 145 teams signed up. As of today, 115 of them are still going to participate. This is a pleasant surprise. Normally a tournament would be lucky to have half of the teams come back.

It’s beautiful, sunny, and 72 degrees today. Can’t complain about that!

Veterans Day

Today we celebrate the men and women who are serving or have ever served in the United States Military, defending our freedom in all parts of the world.
Veterans Day was founded as Armistice day celebrating the day in 1918 on which the Armistice that ended World War I was signed. On this day the continuous thunder of Artillery fire ended at the 11th hour, of the 11th day, of the 11th month, 1918. The name of this day was change in 1954 to honor ALL veterans.
I hope today you will seek out a member of the armed services and thank them for their service.
Veterans one and all, we salute you, and thank you for all the sacrifices you have made.

Critters on the move.......

Coming home from work last night. I drove down West 58th street from High street. As I passed the church on the right I turn on the high beams and much to my surprise I saw a deer in the road, and he saw me too. As I moved slowly toward him he moved to the ditch, then a little further up the hill. I was able to make out at least 6 points on his roof rack as he slipped up the hill, and out of sight. But not before I shot these pictures to share.
You may be able to make him out under the trees in this picture.

As I moved slowly forward he seemed unafraid, or maybe he just didnt care that I was on the road right next to him. He watch closely as I came nearer.

This was just before he walked slowly on up the hill and out of sight.
Im sharing these to make you aware that you dont have to be way out in the woods to have an encounter with the critters that are out and roaming this time of year, more so than any other time. Be careful you never know when you may have one of these guys in you grill.

North Little Rock Christmas Parade Entry Deadline Approaching

(North Little Rock, AR – November 3, 2009) The North Little Rock Christmas parade is scheduled for Sunday, December 6 at 2:00 p.m. The rain date will be Sunday, December 13. The theme for the parade this year is “Kaleidoscope Christmas.”

All clubs, organizations, schools, churches and businesses are encouraged to participate in the parade and incorporate a “non-traditional” Christmas color in their entry. An entry form may be obtained by calling the North Little Rock Visitors Bureau at 501-758-1424 or by stopping by the North Little Rock Visitors Bureau in the Visitors Center located in Burns Park at exit 150 off I-40. All entries must have entertainment appeal by being in costume or decorated. The parade will begin at 2 p.m. at Pershing and Main and will continue down Main Street to Washington Avenue. There will be only one Santa Claus in the parade. The entry deadline is November 30.

The North Little Rock Christmas Parade is sponsored by the North Little Rock Sertoma Club and the City of North Little Rock. For more information or a parade entry form contact the North Little Rock Visitors Bureau at 758-1424.

I received this email from my friend Doug:

Gary lamb was injured last night on the Rivertrail on the NLR side close to the Big Dam Bridge Gary was broadsided by a deer on the trail ……. Gary has a concussion and broke collar bone but is in great spirits….everyone please be careful riding
at night on our trails and go slow in the very dark areas .

The critters are moving.


I believe this is good advice for anyone driving anywhere also. Its that time of year. While Working at the Haunted Hospital the month before Halloween we saw deer several times on the hill. I was amazed that there were so many unafraid deer this far into town. So be alert while driving around as the email suggest even riding a bike.


This is a deer I came across at the old Memorial Hospital this past month. He was very unafraid of me, until I came way too close. Then he only ran about 30 feet and stopped to look at me, and grazing again on the lawn of the old hospital.
Wade McNew and I were on west 58th street the other night talking and a little red fox ran out of the bushes just a few feet from where Wade was standing. We were both a little shocked to see the little fellow right there by us like that.
But this is just to say folks please be careful and watchful for the critters, they are a movin around.

Rose City Neighborhood Association needs our help


I received and Email from our good friend Paulette Gorman of the Rose City Neighborhood Association. Paulette Is a good friend of the Amboy Association who works in Amboy at the fireworks warehouse and Tent rental business near the Amboy firestation. She has been very helpful to us when we were first organizing and has also donated the use of chairs when we needed them for events. Now its time for us to return the favor. So heres what was in the email:

Record Rainfall causes lots of problems all over.

This is Levy Pawn Shop just over the hill from Amboy in Bellwood. Where MacArthur Drive became a river and most of the damage in our immediate area occurred from what Ive heard. The fence on both sides of the "creek were washed away, and a car that was parked at the Pawn Shop was washed down into the creek. The car came to rest against another bridge a few block downstream.
On the other side of the ditch Stanley Hardware sustained quite a bit of damage to the fenced in area in the back. Several items stored there were washed away. You can also see that the concrete liner of the ditch in collapsed and buckled. This creek runs along the Railroad tracks along Parkway and back through Amboy in Ranch Estates. It also runs through Bellwood and connects to the big creek that runs through Levy where lots of flooding occurred there also.
Here is the car that washed out of Levy Pawn Shop's lot. If you look hard in the background you can see a fence with debris in it and tell about how high the water got in that area.

Its been the talk of most everyone this past few days. As the days go by more and more are telling their Stories. The bridge on Harper street over the creek that runs through Ranch Estates is closed due to being buckled and broken. Lots of folks use this street as a cut through from Ranch Estates to Alta Vista, but you'll find yourself going around the long way for a while.

The City will have their hands full getting things back to what will resemble normal in the months ahead. And it couldn't have come at a worse time with revenues falling short of budget. I urge everyone to be patient during this time. It could have been much worse had the rainfall continued any longer. I just hope common sense prevails and priorities are set so that the work can be done as quickly as possible.

Funland Fright


Burns Park Haunted Festival

The North Little Rock Parks and Recreation Department is hosting the 2nd Annual Haunted Festival on Thursday, October 29th from 5:30 p.m. to 8:00 p.m. at the Burns Park Funland. There is a $5.00 admission fee that include the rides and games.

The featured attractions will be a ride on the Haunted Express, costume contest for ages (1-3) (6-9) and (10-12) along with other rides and Halloween related games and contest.

Concessions will be available at the Funland concession stand for an additional cost.

Bike Trail Dedication

It was a perfect afternoon. Even the overcast skies provided a solemn tone for the occasion. As I arrived I was a little taken aback at the crowd that had assembled at the corner of Navada and Military road in the heart of the Amboy neighborhood. As I walked even closer I notice the Warren family sitting in chairs up front. The US flag sitting to one side of a microphone, and officials from the City mingling around, with dignitaries from the military mixed in.

When the ceremony began Sam Baggett led the pledge of allegiance, Brother Steve Tiner led the group in prayer and a beautiful traditional rendition of the National Anthem was sung. It had begun and continued to be what I felt was a wonderful, and fitting tribute to a man, Tommy Warren. And to his family who also made the sacrifice of giving their Son, Husband, Father, and friend to the world in the name of freedom.

Mayor Patrick Hayes gave one of his best speeches probably of all time. Telling of the love the community has for the Warren's, and how the people of the community had come together to make the occasion happen. He then presented a Plaque, a beautiful plaque announcing the dedication of the Military road Bike Trail to Tommy. He told of how it would be forever a memorial of the man Tommy Warren was, and still is in all our hearts.

Major General Wofford Adjutant General at Camp Robinson told of the the great man Tommy was. The Soldier, who was willing to die for his country, and fight for freedom. And of the friend we all lost to that cause.

A boulder with a plaque will be added to the bike trail to commemorate the occasion and celebrate the man, the soldier, the friend, Tommy Warren. And the trail will for generations be known as the Tommy Warren Military Trail.
